Qualifying requirements for recommended energy saving equipment

The Danish Energy Saving Trust recommends energy saving equipment that can be connected to existing installations in the home, thereby directly or indirectly reducing the amount of electricity consumed by the appliance to which the energy saving equipment

Qualifying requirements
In order to be listed on the Trust’s (hereinafter called the Trust) product overview of recommended Energy Saving Equipment and thereby be entitled to use the Energy Saving Label (Go’ Energimærket), the product must conform to the following requirements, namely:

• The product must directly or indirectly reduce electricity consumption for the connected products*
• The product is an energy saving device with low electricity consumption*
• Configuration and/or operation of the product must be user friendly*
• It should be stated clearly on the packaging or other information to the consumer when buying the product, what the intended use of the product is. This also applies to any known limitations for the use of the product
• The producer/supplier (hereinafter called the market participant) must inform the Trust if any problems with the products occur, e.g. with regard to safety
• The product must comply with all other statutory requirements in Denmark
• A user manual in Danish or the Scandinavian languages must be supplied with the product
• The product must be available on the Danish market at the time that the product is included on the Trust’s product overview of Energy Saving Equipment at savingtrust.dk
• There must be an agent for Denmark located in the EU, who is responsible for contact with the Trust
• The market participant must make it possible for Danish consumers to have their enquiries dealt with by a Danish speaking contact person
• Sales figures for the product must be sent to the Danish Energy Label Secretariat (Sekretariat for Go’ Energimærket) every year

_{* The Trust reserves the right to decide whether the product in question reduces electricity consumption enough to be recommended by the Trust, and if the product is sufficiently user friendly.}

Specifically for measuring equipment:

• Wattage meters must be able to read and operate within the range of 0.2 – 2,300 watts, to a minimum of 2 significant digits
• Energy meters must be able to read and operate within the range of 0.000 – 99.99 kWh, to a minimum of 4 significant digits
• Accuracy when measuring watts: +/- 5% (displayed value) + 0.1 W
• Accuracy when measuring power: +/- 5% (displayed value) + 0.001 kWh

Specifically for AutoPowerOff plug banks:

• The electricity consumption for the product must be less than 1 W

Known examples of limitations for the use of AutoPowerOff plug banks are e.g. if:

• the product only can be operated via an infrared remote control for TVs
• certain models, types or sizes of TVs or computers do not function with the AutoPowerOff plug bank
• the connected products exceed the maximum wattage of the AutoPowerOff plug bank

• In situations where an AutoPowerOff plug bank is considered to be suitable, the plug bank's On/Off ability must not be affected by the connected products in a way that results in the device not working as intended (e.g. phase displacement, power factor etc.)

Inclusion procedure
Before the product is listed on the Trust's product overview, the market participant must forward a signed declaration. Thereafter the following materials should be submitted:

• Three samples of the product to the DanishTechnological Institute
• The packaging for the product
• A brief description of the way in which the product is directly or indirectly saving electricity
• Information concerning the product’s own consumption of electricity
• Particularly for components that contain meters or sensors: Information concerning the accuracy and metering range for each type of reading made by the system (electricity, temperature, light, etc.)
• Information about known limitations when using the equipment
• A user manual in Danish or the Scandinavian languages must be supplied with the product
• Declaration of conformity in relation to Low Voltage Declaration (LVD)
• The Danish Technological Institute can supply a suitable form for submitting the above data.

Energy Saving Label
Once a product is included on the Trust’s product overview, retailers and producers have the
right to use the Energy Saving Label in connection with the marketing of products on the understanding that they have entered into a User and Product Agreement with the Trust. The individual agreements can be requested from the Danish Energy Saving Label Secretariat

Conditions for inclusion on the product overview
The market participant must inform the Trust about any product alterations, and if it is no longer sold, or is being phased out of the Danish market. A product may only be listed on the Trust’s product overview as long as it remains unaltered. If the product is altered, or fails a random test, it will be removed from the product overview and thereafter may not use the Energy Saving Label. If the market participant wishes to have the altered product re-listed on the product overview, the market participant must complete the application procedure again. Only the Trust can decide whether the product should be recommended again.

The Trust reserves the right to amend the qualifying requirements for inclusion on the product overview. In the event of changes to the qualifying requirements and procedures a minimum of 4 months notice will be given. Thereafter, a product will be deleted from the product overview, subject to the fact that no new documentation is delivered demonstrating that the products conform to the new requirements.

Additional documentation
If the market participant learns of any limitations for the use of the product, then the Danish Technological Institute must be informed immediately and the recommendation of the product will be assessed anew. The Trust may at any time, and without stating a reason, request the market participant to forward additional documentation showing that the product meets the qualifying requirements. The product will be listed on the product overview once all the additional documentation has been processed and approved by the Trust. The market participant agrees to allow the Trust to pass on information to the test laboratory used by the Trust.

Random testing
The Trust reserves the right to undertake random testing of products listed on its overviews of recommended Energy Saving Equipment. The Trust selects 3 specimens of the product(s) earmarked for testing from the warehouses or showrooms of producers, distributors or retailers. The market participant will make products to be tested available to the Trust free of charge, irrespective of the location from which they are delivered. If tests show that a product does not comply with the requirements listed for inclusion on the product overview, the market participant may be required to pay the costs incurred by the Trust in performing the test. These costs may not exceed DKK 50,000 excluding Danish VAT per year. The Trust has the right to distribute the test results to the relevant authorities and retailers of the products tested, as well as publish the test results via the relevant media.
