Qualifying requirements and procedures for recommended air to air heat
Qualifying requirements
In order to be listed on the Danish Energy Trust’s (hereinafter called the Trust) product overview of recommended air to air heat pumps and thereby being entitled to use the Energy Saving Label (Go’ Energimærket), the product must conform to the following requirements, namely:
- The product conforms to the A energy label category in relation to the compulsory EU Energy Labeling Scheme, directive 2002/31/EC
- The heat pump must have a high energy efficiency when tested according to EN-14511 at +2º/+20ºC, humidity according to standard and at full load COP must be ≥2.8. Testing according to same standard at .7º/+20ºC, full load and humidity according to standard COP must be ≥2.5
- The heat pump must be adjustable to an indoor temperature of max +12ºC. This must be feasible by using the integrated control of the heat pump
- The heat pump must be intended for the Nordic climate and must be able to defrost at low room temperature. This must be verified by testing according to EN-14511-4
- Heat pumps must be installed by professional refrigeration or heat pump installers
- The product must comply with all other statutory requirements in Denmark
- A user and installation manual in Danish or the Scandinavian languages must be supplied with the product
- The product must be available on the Danish market at the time that the product is included on the Trust’s product overview of heat pumps at savingtrust.dk
- There must be an agent for Denmark located in the EU, who is responsible for contact with the Trust
- The producer/importer (hereinafter called the market participant) must make it possible for Danish consumers to have their enquiries dealt with by a Danish speaking contact person
- Sales figures for the product must be sent to the Danish Energy Label Secretariat (Sekretariat for Go’ Energimærket) every year
Inclusion procedure
Before the product is listed on the Trust’s product overview, the market participant must forward a signed declaration. Thereafter, the market participant must forward a completed data form (available from the Danish Energy Label Secretariat) where the market participant has signed for the following information:
- A solemn declaration that the product complies with the Trust’s requirements
- Name of producer, production country and the model number as shown on the rating plate
- Energy class during operation at norm (+7º/+20ºC) and air temperature according to standard. Furthermore, information on how the heat pump is set to run at norm in connection with a possible random test (e.g. at rated capacity)
- COP at full load, humidity according to standard EN-14511 and at +2º/+20ºC
- COP at full load, humidity according to standard EN-14511 and at -7º/+20ºC
- Minimum temperature setting for the heat pump
- Test rapport made out according to EN-14511. The test report must be carried out by an test laboratory that is accredited by an accreditation authority member of ILAC
- Heat output
- Type of cooling agent
- Amount of cooling agent
- Dimensions of indoor and outdoor parts of heat pump
Energy Saving Label
Once a product is included on the Trust’s product overview, retailers and the market participant have the right to use the Energy Saving Label in connection with the marketing of products on the understanding that they have entered into a User and Product Agreement with the Trust. The individual agreements can be requested from the Danish Energy Label Secretariat.

Conditions for inclusion on the product overview
The market participant must inform the Trust about any product alterations, and if it is no longer sold, or is being phased out of the Danish market. A product may only be listed on the Trust’s product overview as long as it remains unaltered. If the product is altered or fails a random test, it will be removed from the product overview and thereafter may not use the Energy Saving Label. If the market participant wishes to have the altered product re-listed on the product overview, the market participant must complete the application procedure again. Only the Trust can decide whether the product should be recommended again.
The Trust reserves the right to amend the qualifying requirements for inclusion on the product overview. In the event of changes to the qualifying requirements and procedures a minimum of 4 months notice will be given. Thereafter, a product will be deleted from the product overview, subject to the fact that no new documentation is delivered demonstrating that the products conform to the new requirements.
Additional documentation
The Trust may at any time, and without stating a reason, request the market participant to forward additional documentation showing that the product meets the qualifying requirements. The product will be listed on the product overview once all the additional documentation has been processed by the Trust. The market participant agrees to allow the Trust to pass on information to the test laboratory used by the Trust.
Random testing
The Trust reserves the right to undertake random testing of products listed on the overviews of recommended air to air heat pumps. The Trust selects one product for testing from the warehouses or showrooms of producers, distributors or retailers. The market participant will make products to be tested available free of charge to the Trust, irrespective of the location from which they are delivered. Regarding random testing a maximum variation of 8% of the COP value (i.e. the difference between the stated and measured values) is acceptable. If tests show that a product does not comply with the requirements for inclusion on the product overview, the market participant may be required to pay the costs incurred by the Trust in performing the test. These costs may not exceed DKK 50,000 excluding Danish VAT per year.
The Trust must be advised within one week in situations where a product fails the Trust’s tests and the market participant does not accept the results. In this connection, the market participant may submit new argumentation and/or documentation in order to refute the test conclusions. If the Trust does not approve any new documentation, the market participant can initiate a follow-up test of another product. Alternatively, the Trust’s conclusion will stand and the product will be deleted from the product overview and forfeits the right to use the Energy Saving Label.
If the market participant decides to initiate a follow-up test of one product, the Trust has the right to select the product, and the testing will be carried out at an authorized test laboratory. The result of the follow-up test of one product will be made available by the Trust within 8 weeks, unless otherwise agreed. The cost of testing the product will be met by the market participant, except where the test reverses the Trust’s original result. In this situation, the Trust will cover the costs of testing the product, and the product(s) will be reinstated on the product overview. The Trust has the right to distribute the test results to the relevant authorities and retailers of the product tested, as well as publish the test results via the relevant media.
